In the midst of economic shifts, numerous rural and remote communities on Vancouver Island are embracing tourism as a means of fostering growth and community welfare. However, a common challenge they face is the lack of capacity to identify and execute tourism projects effectively. This case study examines the efficacy of the First Impressions Assessment program, a valuable service tailored for these communities, offering practical insights and feedback for tourism planning and development. Notably, its success in rural communities stemmed from its low cost and minimal staff capacity requirements.
The First Impressions Program
The First Impressions Program serves as a tailored community assessment tool designed by Kyla specifically for rural community development in remote areas of Vancouver Island. This initiative involves team members visiting these communities, adopting the perspective of first-time visitors, and assessing various aspects across twenty key areas of destination development.
Assessment Process
After Kyla conducted site visits, evaluated the online presence, and conducted qualitative interviews with stakeholders, communities received a comprehensive report detailing assessment findings and recommendations for tourism development and sustainability initiatives. These results formed the basis for future destination development projects that leverage community strengths and address existing challenges.
Success and Adoption
Implemented in 11 communities and 2 regions across Vancouver Island, the First Impressions Program has proven effective in providing constructive feedback for tourism planning and development. Adapted from the FICE program in Wisconsin by Kyla, this initiative addresses the issue of community over-familiarity, providing an impartial evaluation of strengths, limitations, and opportunities.
Impact on Communities
Several communities have already implemented recommendations stemming from the assessment, ranging from development of new infrastructure, training programs, and events.

The First Impressions Assessment Program emerges as a vital tool in fostering tourism development within Vancouver Island’s rural and remote communities. This audit paved the way for the development and implementation of an ambitious Climate Action Plan.
